Amendments to the regulation are intended to improve compliance by employment agencies. Amendments include:
- Establishing two classes of licence – for national and international agencies
- Establishing a requirement for written agreements with employers and with potential hires
- Clarifying the scope and limitations of the fee prohibition, and
- Establishing prohibited practices
